Ghost Recon Breakpoint - vSync Issue!

This video was created to demonstrate the current vsync issue being observed in Breakpoint on my system. I believe others are also having this issue.

The game is being benchmarked using Ultimate settings on 1080p and contains two tests: the first with vSync on, and the second with vSync off.

With vSync enabled I'm seeing nearly a 30% reduction in performance as the game struggles between full and half refresh rate. Note with vSync on neither the GPU or the CPU is bottlenecking and the GPU isn't at full utilisation yet still framerates are considerably reduced.

UPDATE - I THINK I'VE CRACKED IT!
Ok, I've managed to get nVIDIA control panel to force its own vSync and it seems to be working much better. Here are the things I've tweaked:

1. Ensure you're running the latest nVIDIA drivers, clean install (I know, just make sure though!)
2. Ensure SLI is set to disabled for those with SLI (When installing new drivers SLI is re-enabled.)
3. In nVIDIA Control Panel, in Manage 3D Settings, in Global Settings, ensure Power Management Mode is set to Prefer Maximum Performance. Hit apply and close the Control Panel.
4. Download and/or run nVIDIA inspector
5. Load the profile for Tom Clancy's Ghost Recon Breakpoint
6. Navigate to the section '2 - Sync and Refresh'
7. Change the following settings:
Frame Rate Limiter [60 fps ( Frame Rate Limiter v2 )]
Vertical Sync [Force on]
Vertical Sync Tear Control [Adaptive]
8. Hit Apply Changes and exit
9. Run the game and navigate to Video Settings
10. Ensure the game is in Fullscreen Mode
11. Disable vSync
12. Test using the Benchmark - if it caps at 60fps (or whatever refresh rate you want) then nVIDIA vSync is working properly.

I've found adaptive mode to be the most efficient. Everything will be smooth and tear free whilst the game is running at your selected refresh rate. If it dips below then tearing will be allowed to get every last ounce of performance out your card.

So far, with these settings everything is working for me and is running very smoothly and stutter free!
