Hackerrank's Weather Observation 4 Question can be easily solved using two functions viz COUNT and DISTINCT.

Query for MySQL:

Select COUNT(City) - COUNT(DISTINCT City) FROM Station

For MS SQL:

Select COUNT(City) - COUNT(DISTINCT City) FROM Station

NOTE - The query for MySQL and MSSQL will be the same here.
