In earlier versions, various types of chests were not counted into the Achievement, and this issue was never fixed. There exist a few chests that do not increase the counter in any regions neither. Additionally, 17 chests were counted in previous events, 15 from the Lantern Rite event (in Version 1.3), and 2 from Shadow of the Ancients event (in Version 2.2); leading to a total of 1148, but if you missed the events, they are gone forever.
